On page 12 of the fourth edition, Example II:1, the circle of fifths is followed up to +IV. After that I can't make sense out of the notes, either with the circle of fifths or the harmonic series. Can anyone clarify this?

Probably too late for you to see this, but maybe the next person will.
The eighth 5th in the series (F#) has been relocated to the end of the series. There is an in depth post here that goes into all the details as to why this was necessary:
