If you're approaching the E dim as PMG I of E Aux Dim, then yes, it's exactly as you listed: E F# G A Bb C C# D# E (the four chord tones PLUS the Maj 7, the 9, the 11, and the b13)

But the FIRST SCALE to "house" a dim 7th chord on PMG I is Lydian Diminished, which from E gives us: E F# G A# B C# D# E (the four chord tones PLUS the Maj 7, 9, AND with the B natural in there, the natural 5th).

So it's a matter of choice, which has always been what the LCC is for me: a map with a multitude of "roads" that I can travel. It doesn't tell me which road to take, it just shows me the many different roads that are THERE, and whether I take the highway or the scenic route, is still up to me. :D
